May 31, 1889 – Johnstown, PA flood

Heavy rains caused the South Fork Dam on the Connemaugh River to burst.  Nearby, the town of Johnstown took heavy loss of life and property because the residents had no warning system.  How does a modern flood warning system work to prevent future flood disasters?
